Its interesting to 1st read this:

"Major themes of the general plan included a focus on sustainability, retaining an open space frame, directing future development to future Bay Area Rapid Transit stations and the Fremont Boulevard corridor, make the "City Center" a real downtown, make Fremont more walkable, maintain parks and community facilities, and enhance community identity and history."

and than this:

"The council voted 3-1 on the Kimber Study area verbiage Tuesday night, which allows for two housing units per gross acre. Dutra again dissented."
