FREMONT -- After a chaotic three-hour meeting, planning commissioners postponed making a decision on the latest plan by a landowner to develop the area next to Kimber Park.

Thursday's Planning Commission meeting unfolded much like the long-standing dispute surrounding development in the area.

Consultants representing the owner of the Mission Hills Tennis Club touted their proposal's benefits, and Kimber Park residents loudly rejected it, but -- in the end -- there was no resolution.

The commission decided to postpone its vote after Commissioner Lisa Quan departed during a break because of illness. That left just four of the commission's seven members. Roman Reed was absent, and David Bonaccorsi recused himself because of his business relationship with Sheena Chang, managing member of the company that owns the club.
